In order to set individual email ID to receve email when the Access is requested for a SharePoint Site , follow these steps :
1) Go To Site Settings ->Modify All Site Settings
2) Click on Advanced Permissions under User and Permission
3)List Settings -> Access Requests
4) Set the email ID and activate the Allow Request for access

Under the settings I see:
- Site Collection Administrators
- Permission Levels
but no Access Requests?

you need to have outgoing email settings configured in central admin in order for the menu item to show up, in SP 2007
